Criterion text
The product shall not contain perfumes, i.e. substances/substance mixtures that are added with the purpose to improve product's fragrance characteristics.
Exemption:
Toothpaste intended for children.
Verification
The supplier shall, upon request, be able to present any of for example the following:
- Valid license for any of for example the following labels:
Nordic Swan Ecolabel for Cosmetic products (only for products intended for children under the age of 12)
Good Environmental Choice for Cosmetic products (only for products intended for children under the age of 12)
EU Ecolabel for cosmetic products, (EU) 2021/1870 (only for products intended for children under the age of 12 and products intended as family products, as well as products intended to be "mild/sensitive").
- Product's declaration of contents where it appears that the word perfume is not included.
- Product's packaging or label where it appears that the product is unscented
- The supplier’s self-declaration including technical documentation of compliance verified by an accredited verification body, accredited for the task in accordance with ISO/IEC 17029 or equivalent standard.

Labelling
If the requirement is verified with a label, check that there is a valid license for the product in question. This can be controlled here: Nordic Swan Ecolabel, Good Environmental Choice EU Ecolabel.
Declaration of contents
Check the product's declaration of contents, make sure that the word perfume is not present.
Self-declaration verified by an accredited verification body
If a verified self-declaration is used to prove that the requirement is fulfilled, request the supplier’s self-declaration, including documentation showing that the requirement is met. The self-declaration shall be verified by a verification body accredited for the task in accordance with ISO / IEC 17029 or equivalent standard.
Information about the criterion
This requirement cannot be used in combination with 11096:1 "Perfume".
There are currently a limited number of accredited verification bodies for ISO/IEC 17029 (Conformity assessment - General principles and requirements for validation and verification bodies) as it is a relatively new standard. This may change, especially if the demand for verifying compliance in this way increases. More information about the standard and accredited verification bodies can be found on Swedac's website.
Environmental goals
Motive
Perfumes do not have a cleaning effect in the products, they are added to contribute with fragrance.
The proportion of people with respiratory hypersensitivity to, for example, strong scents is increasing and these individuals should have the opportunity be able to stay in a public environment without being exposed to perfumes. In ordet to avoid more people getting allergies or allergic persons getting allergic reactions, perfumed products should be avoided. It is usually possible to manufacture products from raw materials of high quality that do not have an odour.
Another aspect to consider is that most perfumes also have other negative properties, for example contain environmentally hazardous substances and have bioaccumulative properties, i.e. they can accumulate in biological organisms and become concentrated further upwards in the food chains. This is an additional motive for requesting unscented products.
