The purpose of this requirement is to limit hazardous colouring agents and pigments in creative material.

Creative material made of wood, paper, textile, leather, solid materials intended to leave a trace, accessible liquids, and modelling clay and similar shall not contain the dyes listed in the table below at levels above 10 mg/kg.

Verification

The supplier shall, upon request, be able to present any of for example the following:

  • Technical documentation, for example an analysis report from an accredited laboratory that contains information verifying that the requirement is met. Analyses can be performed according to current versions of the standard SS-EN 71-11 or equivalent standard.
  • The supplier’s self-declaration based on technical documentation verifying that the requirement is met. The technical documentation shall be available if the contracting organization so requests. The technical documentation may, for example, consist of documentation from the manufacturer stating which dyes have been used in the product or a certificate from the manufacturer stating that none of the dyes in the requirement have been used in the product.
  • The supplier’s self-declaration including technical documentation of compliance verified by an accredited verification body, accredited for the task in accordance with ISO/IEC 17029 or equivalent standard.

Proposed follow-up

Analysis report

If the requirement has been verified with analysis reports, perform spot-checks on the analysis reports and check that the values are below the requirement limit value for each substance. Also check that the analyses were performed by an accredited laboratory.

Self-declaration based on technical documentation

If the requirement has been verified with a self-declaration based on technical documentation, follow up the requirement by requesting technical documentation for spot-check.

  • If the technical documentation consists of a certificate from the manufacturer stating that none of the dyes in the requirement have been used in the product, check that the product in question is covered by the certificate.
  • If the technical documentation consists of documentation from the manufacturer stating which dyes have been used in the product, check that the product in question is covered by the documentation. Also check that the dyes in the requirement are not included in the documentation.

Self-declaration verified by an accredited verification body

If a verified self-declaration is used to prove that the requirement is fulfilled, request the supplier’s self-declaration, including documentation showing that the requirement is met. The self-declaration shall be verified by a verification body accredited for the task in accordance with ISO / IEC 17029 or equivalent standard.
