Fragrances in creative material

The purpose of this requirement is to avoid toys containing added fragrances. Fragrances can cause allergic reactions, contribute to allergy development and fragrance hypersensitivity.

Criterion text
Creative material shall not contain actively added fragrances.
Exception:
Clays.
For clays containing fragrances it shall be clearly marked in the product catalogue or online store that they contain fragrances.
In clays, any fragrances shall comply with the International Fragrance Associations (IFRA1) guidelines, or equivalent.

Verification
The supplier shall, upon request, be able to present any of for example the following:
- Valid license for any of for example the following labels:
- Nordic Swan Ecolabel for Office and hobby supplies
- A-labelling, Danish Fællesrådet för Formnings- & Hobbymaterial.
- Information about content on the product label or in its product information/product sheet.
- The supplier’s self-declaration including technical documentation of compliance verified by an accredited verification body, accredited for the task in accordance with ISO/IEC 17029 or equivalent standard.
For clays containing fragrances also:
- IFRA-certificate.
Proposed follow-up
Labelling
If the requirement has been verified with a label, check that there is a valid license for the product in question. This can be checked: Nordic Swan Ecolabel, Danish Fællesrådet för Formnings- & Hobbymaterial.
Product label/product information/product sheet
If the requirement has been verified with the product’s label/ product information/product sheet, follow up the requirement by checking that there is no information about fragrances in the product's information material.
Self-declaration verified by an accredited verification body
If a verified self-declaration is used to prove that the requirement is fulfilled, request the supplier’s self-declaration, including documentation showing that the requirement is met. The self-declaration shall be verified by a verification body accredited for the task in accordance with ISO / IEC 17029 or equivalent standard.
Information in product catalogue/webstore
If products that are allowed to contain fragrances (clays) are included in the assortment, check that there is clear information about this in the product catalogue or webstore.
IFRA-certificate
If clays containing fragrances are included in the assortment, follow up the requirement by checking that there is a valid certificate from IFRA for the fragrance (s) included in the product in question.
Information about the criterion
A-labelling is a Danish label for glue and paint that places requirements on constituent substances. Their criteria can be ordered from: http://www.fffh.dk/ .
In clays, fragrances are sometimes used to mask an unwanted odour from the clay. An example is clays with a vanilla scent. If fragrances are used, they must be approved by the International Fragrance Association (IFRA).
There are currently a limited number of accredited verification bodies for ISO/IEC 17029 (Conformity assessment - General principles and requirements for validation and verification bodies) as it is a relatively new standard. This may change, especially if the demand for verifying compliance in this way increases. More information about the standard and accredited verification bodies can be found on Swedac's website.
